IN SURAH AN NUR, Allah makes a promise to the believers:
Allah has promised those among you who believe and do righteous deeds that He will surely grant them succession upon the earth, just as He granted it to those before them; that He will surely establish for them their religion which He has chosen for them; and that He will surely replace their fear with security. They worship Me, associating nothing with Me. But whoever disbelieves after that—such people are the defiantly disobedient. (al Nūr 55)
This verse is often mentioned when discussing the establishment of the dīn and political authority, something the Ummah remains in great need of. Yet it is often understood in two opposite, and equally reductionist, ways.
Some read the opening condition, “those who believe and do righteous deeds“, as though the verse were concerned only with individual faith and personal morality. In this reading, Allah’s promise of succession and the establishment of His dīn become incidental blessings rather than part of the Qur’anic vision for the believing community. The seerah and the deliberate political actions to establish Allah’s dīn by the Prophet ﷺ are largely overlooked.
Others take the opposite reading. They treat “He will surely grant them succession upon the earth” and “He will surely establish for them their religion” as though political authority were itself the fulfilment of Islam, as if the journey ended with power.
The ayah itself teaches us how it is to be understood.
“Allah has promised those among you who believe and do righteous deeds…”
The promise unfolds in stages.
He will surely grant them succession upon the earth.
He will surely establish and firmly root their religion.
He will surely replace their fear with security.
Notice the emphatic language. The repeated lām and nūn leave no room for doubt. Allah is not expressing a hope or a possibility but a certain promise for those who fulfil the conditions He has laid down.
Yet the real beauty of the verse lies in where it leads.
After succession. After the establishment of the dīn. After security. Allah says:
“They worship Me, associating nothing with Me.”
This is not simply another promise added to the list. It explains the purpose for which everything before it has been granted.
The sequence of the verse is itself an argument.
Iman and righteous deeds lead to istikhlāf, succession. Istikhlāf leads to tamkīn, establishment. Tamkīn leads to amn, security. Security removes many of the worldly obstacles to the establishment and practice of Allah’s dīn.
And all of this serves one final purpose: They worship Me.
The final clause explains everything that precedes it.
Allah does not say: “They will rule.” Nor does He say: “They will become dominant.” He says: “They worship Me.”
Even the expression, wa la-yumakkinanna lahum dīnahum, deserves careful reflection. Allah does not merely promise to establish them. He promises to establish their dīn. The objective is not Muslim power for its own sake, but the firm establishment of Allah’s dīn so that His guidance may be lived openly and without obstruction.
Likewise, wa la-yubaddilannahum min baʿdi khawfihim amna, is not merely a promise of comfort. Fear constrains communities. Security creates the conditions in which Allah’s guidance can be lived, taught and embodied without coercion or persecution.
There is also a beautiful rhetorical shift near the end of the verse.
Up to this point, Allah speaks through a series of emphatic promises: He will surely grant…establish…replace.
Then the focus changes. Yaʿbudūnanī, they worship Me.
The emphasis moves away from what Allah grants to the abiding condition of His believing servants. Divine action gives way to human response. Allah grants succession, establishment and security; His servants answer those with continual worship and uncompromising tawḥīd.
This is the Qur’anic description of goals.
Iman → Righteous deeds → Succession → Establishment → Security → Worship.
Political authority is not the end point. Rather, it is the necessary means by which Allah’s dīn is implemented, protected and conveyed, enabling people to worship Him alone, freely and unfettered.
The verse begins: Waʿada llāhu, Allah has promised. It ends: Yaʿbudūnanī, they worship Me.
Everything in between explains how Allah brings His believing servants from responsibility to stability, from stability to security, and from security to the purpose for which humanity was created: to worship Allah alone, associating nothing with Him.
